Best news first: MOIN Film Fund’s budget has been increased by ten million euros for 2025 and 2026. This is a strong signal from the City of Hamburg – and well-deserved recognition for Northern Germany’s international film successes. In 2024, MOIN contributed to Germany’s Oscar® submission for the second consecutive year: Following the Oscar® success of “The Teachers' Lounge” by İlker Çatak, Mohammad Rasoulof’s “The Seed of the Sacred Fig” – after winning four awards in Cannes – was nominated for the 2025 Academy Awards.
Want to come aboard? Then set your compass to MOIN’s course. We’ll see you in Hamburg and Schleswig-Holstein – in the following pages of our current annual report.
Whether it’s the Berlinale film “Treasure” featuring Lena Dunham and Stephen Fry, the drama “The Outrun” with Saoirse Ronan, or the box office hit “Book Walkers” with some 700,000 admissions, last year saw numerous MOIN-funded film productions with international stars hitting theaters.

Hamburg-born Matthias Glasner's drama received four German film awards. He won the Silver Bear at the 74th Berlinale for the screenplay.
The documentary film by Farahnaz Sharifi was shown at numerous international festivals this year - part of the post-production took place in Hamburg.
The historical epic was shown at the film festivals in Toronto and Venice - leading actor Mads Mikkelsen received the European Film Award for his performance.
The film by Hamburg native Natja Brunckhorst celebrated its premiere at the Munich Film Festival. Around half a million people saw the comedy in German cinemas.
The coming-of-age thriller was singled out by Screen Daily as one of the major highlights of Filmfest Hamburg 2024 - later it received the Hamburg Production Award.
The drama by Hamburg director and screenwriter Kilian Riedhof celebrated its premiere at the Zurich Film Festival - the film also received four nominations for the German Film Prize.
The successful 25 km/h duo Markus Goller and Oliver Ziegenbalg send Uwe Ochsenknecht and Corinna Harfouch on a road trip, which was also filmed in the subsidised region.
Flood in the
development fund
MOIN Film Fund’s budget will increase by ten million euros for 2025 and 2026 – a significant development during challenging industry conditions!
Budget 2024
MOIN Film Fund is jointly operated by the Free and Hanseatic City of Hamburg and the State of Schleswig-Holstein, with additional funding from NDR, ZDF, and allocated broadcasting fees.
All Good Things
Come in Threes
How one euro became three. In 2024, each funding euro generated over three euros of regional investment. How’s that? All funded productions must spend at least 150% of their funding amount in Hamburg and Schleswig-Holstein. Most even exceed this requirement – in 2024, reaching 315% of total funding.
65 funded projects were completed in the past year. Our initial investment of 9.7 million euros grew into 30.6 million euros flowing back into the region. Each euro invested generated 3.15 euros for Hamburg and Schleswig-Holstein’s economy.
The Film World
Steers North
Following “The Teachers’ Lounge,” İlker Çatak's new drama “Yellow Letters” was filmed over 27 shooting days almost entirely in Hamburg. Fatih Akin shot his film “Amrum”, which will celebrate its world premiere in Cannes, largely in Schleswig-Holstein. Danish Hollywood-actor Dar Salim filmed the drama “Hercules Falling” in Hamburg-Reinbek. Hollywood also visited Schleswig-Holstein in 2024, with director Robert Schwentke filming several days with James McAvoy on Sylt.
We were on location for many of the shoots in our funding region and spoke with the cast and crew.
In 2024, our northern film region recorded 1,673 shooting days – 287 in Schleswig-Holstein and 1,386 in Hamburg – resulting in 20 funded feature films and one high-end series.
Cinema Remains
Our Top Priority
Audiences at the Berlinale 2025 who witnessed the striking Hallig island in the competition film “Yunan” understand why Schleswig-Holstein belongs on the big screen. Similarly, the competition entry “Mother’s Baby” showcased Hamburg’s magnificent Elbphilharmonie. The North and its stories truly shine on the cinema screen – which is why we allocated 6.8 million euros, the majority of our funding budget, to theatrical productions.
The 6.8 million euro investment will generate over 40 new films, including Sönke Wortmann’s new comedy “Die Ältern” starring Sebastian Bezzel, Kai Stänicke’s Hamburg-based project “Der Heimatlose”, and the animated feature “Out of Frame” from “Maurice the Cat”-director Toby Genkel, receiving the year’s highest funding allocation (790,000 euros).
From Northern Germany
to Global Screens

The film will celebrate its world premiere at the Festival de Cannes 2025 in the ‘Cannes Première’ section. The story of ‘Amrum’ is based on the childhood memories of Hark Bohm, one of the most influential directors and screenwriters of German cinema.
The film adaptation of Sarah Winkenstette has won two ECFA Awards at the Kristiansand International Children's Film as well as the prize for best leading actor at the German Children's Media Festival Goldener Spatz. Cinema release: 8 May
Director Damian John Harper spent around two weeks filming his new drama Frisch in Hamburg and Schleswig-Holstein. The main cast includes ‘Dark’ star Louis Hofmann and Almila Bagriacik. Cinema release: 3 July 2025
The screenplay was written by Oscar-nominated filmmaker Mohammad Rasoulof and the film was directed by Ali Samadi Ahadi. The film has been shown at the Toronto International Film Festival and the Hamburg Film Festival, among others. Cinema release: 15 May 2025
Ameer Fakher Eldin's drama celebrated its world premiere in the competition of the 75th Berlinale. The ensemble of actors includes Hanna Schygulla, Georges Khabbaz, Sibel Kekilli and Tom Wlaschiha.
Director Johanna Moder and her team shot the film in Hamburg's Elbphilharmonie concert hall, among other locations. The film starring Hans Löw and ‘The Square’ star Claes Bang celebrated its world premiere in the competition of the Berlinale 2025.
In 2024, we supported 20 films with 709,000 euros for their theatrical releases. An additional 93,000 euros funded 26 subtitling projects, basic equipment, and special initiatives. 2025 promises exciting theatrical releases with Ameer Fakher Eldin’s “Yunan” and Fatih Akin’s “Amrum”.
New Stars
on the Rise
2024 marked an exceptional year for northern German series: “Black Fruit” by Lamin Leroy Gibba, filmed entirely in Hamburg, premiered at New York’s Tribeca Film Festival and launched on the ARD Mediathek in fall 2024. The “Nordlichter” emerging talent program, our collaboration with NDR and nordmedia since 2014, saw two series – “Festmachen” and “Player of Ibiza” – win Grimme Awards. Currently, Studio Hamburg’s “The Next Level” starring Lisa Vicari can be seen on ARD.
NEST: Where Ideas
Take Flight
In 2024, NEST launched our next chapter in content development: Rather than traditional screenplay funding, we engage at the concept stage. Whether it’s feature films, series, documentaries, or innovative formats – every successful project begins with a strong idea. We provide support when possibilities are still open but potential is evident.
Our first full NEST year invested 1.26 million euros across 36 projects – averaging 9,000 euros more per project compared to traditional funding. Our direction is clear: prioritizing quality through early, individualized support with increased financial commitment.

Promoting
Funding Equality
A key objective remains: ensuring equal funding distribution between female and male filmmakers. In 2024, we supported 54 female directors and 60 male directors in production. Complete statistics on our committee structure, team composition, and funding decisions are available in our Diversity Overview.
More
MOIN Moments
It’s been an eventful year beyond funding decisions. Our MOIN Talents program now provides year-long mentoring for emerging talent. MOIN Kino featured Hamburg personalities including HVV CEO Anna-Theresa Korbutt, Mayor Peter Tschentscher, and FC St. Pauli’s Esin Rager presenting their favorite films in their favorite cinemas.
